Grassroots Opposition to U.S. Datacenters Swells

Datacenter buildouts in the U.S. have become controversial and politically fraught in recent months, with cancellations, delays, and many questions surrounding multi-billion-dollar projects rolling out as AI demand increases. Still, despite local resistance, hyperscalers lead growing momentum behind massive datacenter expansion, in part by simply shifting plans from one opposing jurisdiction to another that offers fewer restrictions.

A few numbers to consider: The United States has over 4,000 datacenters, about 40% of the worldwide total. In 2025, the U.S.-based hyperscaler public cloud providers, including AWS, Google, Microsoft, and Meta, spent over $400 billion on datacenter infrastructure, and according to their current guidance, they could spend twice that this year.

At the same time, there are signs that datacenter planning and construction face a raft of challenges from the residents and businesses in the areas they're targeting for buildouts. According to a report by research firm Data Center Watch, $64 billion worth of datacenter projects were delayed or canceled due to opposition from local organizations between May 2024 and March 2025. These included projects in Arizona, Indiana, Missouri, Oregon, and Virginia.

Resistance is particularly strong in the Virginia area, the world’s largest and densest datacenter market, where grassroots organizations have been opposing a “datacenter onslaught” since 2023. Data Center Watch reports that over 40 activist groups are operating in the state and have been effective in delaying or stopping the buildout of Amazon datacenters in Warrenton, Va. and Manassas, Va.; as well as a $24.7 billion datacenter in Prince William, Va., proposed by QTS Realty Trust and Compass Datacenters; and a $12 billion datacenter in Culpeper County proposed by a local developer; among other projects.
